海洋环境中基于WVD的LFM信号检测方法

海洋环境中弱信号的谱与海杂波的谱相混叠 ,目标和背景的位置差异很小 ,经典的频域或空域处理对海杂波中弱信号的检测难以奏效。鉴于Wigner-Ville分布 (WVD)对线性调频信号 (LFM )具有时频聚集性这一特点 ,提出了一种海洋环境中基于WVD的LFM信号检测方法。利用雷达采集的真实海杂波数据 ,在不同信杂比的条件下 ,研究了该方法与经典频域法在信号检测中的差别。通过实验分析 ,与经典方法相比 ,该方法具有明显的优越性 ,且信杂比达到 -14 . 3dB时 ,其仍能很好地对信号进行检测。     

防空导弹武器系统C3I仿真系统一体化研究

现代化的高科技战争中,C3I系统已成为武器系统的"神经中枢",建立一体化的C3I系统是联合作战、统一指挥的需要,同时也对C3I的仿真系统提出了一体化的要求。结合防空导弹武器两级指控仿真系统互操作问题的研究,首先简要介绍了仿真系统一体化的有关标准,然后介绍了互连的方式和对象,探讨和分析了互操作的模型、特点以及互操作性等级的评定。     

Waiting time analysis for a queueing system with time‐limited service and exponential timer

We consider a single‐queue with exhaustive or gated time‐limited services and server vacations, in which the length of each service period at the queue is controlled by a timer, i.e., the server serves customers until the timer expires or the queue becomes empty, whichever occurs first, and then takes vacations. The customer whose service is interrupted due to the timer expiration may be attended according to nonpreemptive or preemptive service disciplines. For the M/G/1 exhaustive/gated time‐limited service queueing system with an exponential timer and four typical preemptive/nonpreemptive service disciplines, we derive the Laplace—Stieltjes transforms and the moment formulas for waiting times and sojourn times through a unified approach, and provide some new results for these time‐limited service disciplines. © John Wiley & Sons, Inc. 空投水雷入水及水下弹道的设计与仿真

水雷空投可以增加布雷的隐蔽性和突发性.针对空投水雷入水及水下弹道进行了研究.在建立了六自由度的水雷水下弹道数学模型和水雷入水击水力计算的数学模型基础上,通过实例对水雷的水下弹道在Matlab/Simulink环境下进行了仿真计算,最后给出相应的仿真结果和分析.仿真结果显示水雷弹道稳定,证明了基于Matlab/Simulink的空投水雷水下弹道仿真方法是有效可行的.     

基于云重心评判法的炮兵指挥训练水平评估*

炮兵指挥训练水平指标体系中,既有精确数值型表示的,又有语言值来描述的,给评估指标的数据处理带来了一定的困难。云重心评判法能较好地处理该类既有定性指标,又有定量指标的综合评价问题。构建了炮兵师(旅)指挥训练水平评估体系,详细介绍了运用云重心评判法来实现炮兵指挥训练水平评估的具体步骤。结合指挥决策指标体系实例,验证了该方法的有效。该方法具有一定的推广意义。     

海面雷达杂波建模技术研究

为了能在强烈的海杂波背景下检测到目标信号,从而提高海面雷达的杂波可见度,使海面雷达具有更高的分辨率和可靠的监测性能,在精确的描述海杂波特性的基础上,详细研究了杂波散射机理建模、杂波统计建模和杂波非线性建模3种海面雷达杂波建模关键技术。     

基于HLA的导弹攻防仿真系统分析与设计

基于HLA建立仿真应用系统是提高作战仿真活动效率的有效途径。分析了导弹攻防仿真系统的组成和特点,在联邦开发与执行过程模型(FEDEP)基础上,结合作者的开发经验,探讨了基于HLA的仿真应用系统开发的一般过程,将其总结为系统分析、联邦设计、FOM/SOM开发、联邦成员实现与联邦集成四个步骤。给出了某地地导弹与宙斯盾防御系统攻防仿真的系统设计实例。     

分布式海战场资源规划问题

分布式海战场资源规划是实现海上联合作战的关键。首先分析了海战场资源的分类及战场资源规划特点,建立了基于多智能体的分布式海战场资源规划系统,深入分析了该规划系统的组成和功能,并构造了相应的资源规划结构模型,为实现定性和定量相结合的海战场资源规划与管理提供了一条有效的途径。     

PEACEKEEPERS AS PERPETRATORS OF ABUSE

Despite promulgating a comprehensive set of guidelines to deter UN personnel from committing acts of sexual misconduct, allegations of sexual exploitation and abuse have become widespread within United Nations peacekeeping missions. The policy of zero-tolerance for peacekeeper misconduct has not been matched by strong disciplinary measures, and crimes are often ignored and rarely punished: absentee fathers, rapists and murderers simply disappear back in their home countries. In countries where women and children rarely have the same economic resources, political rights and authority or control over their environment—or their bodies—they easily become prey for those in perceived positions of power and authority. By failing to hold those responsible to account, the UN may in fact be fuelling even greater discrimination and violence against women and children. In order to ensure those who are mandated to protect to do not become perpetrators of abuse, the UN must take a stronger stand against those who commit acts of sexual misconduct, and must ensure that victims see that their abuser is brought to justice and that reparation is offered. A recent report submitted by the Secretary-General's Special Envoy on Sexual Exploitation and Sexual Abuse makes a comprehensive set of recommendations to prevent, detect, and respond to these allegations. The aim of this essay is to highlight some of the main points of the Special Envoy's report, and to examine the practical challenges the UN and troop/police contributing countries will face when attempting to implement these recommendations.
