海洋环境中弱信号的谱与海杂波的谱相混叠 ,目标和背景的位置差异很小 ,经典的频域或空域处理对海杂波中弱信号的检测难以奏效。鉴于Wigner-Ville分布 (WVD)对线性调频信号 (LFM )具有时频聚集性这一特点 ,提出了一种海洋环境中基于WVD的LFM信号检测方法。利用雷达采集的真实海杂波数据 ,在不同信杂比的条件下 ,研究了该方法与经典频域法在信号检测中的差别。通过实验分析 ,与经典方法相比 ,该方法具有明显的优越性 ,且信杂比达到 -14 . 3dB时 ,其仍能很好地对信号进行检测。 相似文献

We consider a single‐queue with exhaustive or gated time‐limited services and server vacations, in which the length of each service period at the queue is controlled by a timer, i.e., the server serves customers until the timer expires or the queue becomes empty, whichever occurs first, and then takes vacations. The customer whose service is interrupted due to the timer expiration may be attended according to nonpreemptive or preemptive service disciplines. For the M/G/1 exhaustive/gated time‐limited service queueing system with an exponential timer and four typical preemptive/nonpreemptive service disciplines, we derive the Laplace—Stieltjes transforms and the moment formulas for waiting times and sojourn times through a unified approach, and provide some new results for these time‐limited service disciplines. © John Wiley & Sons, Inc. I am afraid there is clear evidence that acts of gross misconduct have taken place. This is a shameful thing for the United Nations to have to say, and I am absolutely outraged by it. —Kofi Annan, United Nations Secretary-General Despite promulgating a comprehensive set of guidelines to deter UN personnel from committing acts of sexual misconduct, allegations of sexual exploitation and abuse have become widespread within United Nations peacekeeping missions. The policy of zero-tolerance for peacekeeper misconduct has not been matched by strong disciplinary measures, and crimes are often ignored and rarely punished: absentee fathers, rapists and murderers simply disappear back in their home countries. In countries where women and children rarely have the same economic resources, political rights and authority or control over their environment—or their bodies—they easily become prey for those in perceived positions of power and authority. By failing to hold those responsible to account, the UN may in fact be fuelling even greater discrimination and violence against women and children. In order to ensure those who are mandated to protect to do not become perpetrators of abuse, the UN must take a stronger stand against those who commit acts of sexual misconduct, and must ensure that victims see that their abuser is brought to justice and that reparation is offered. A recent report submitted by the Secretary-General's Special Envoy on Sexual Exploitation and Sexual Abuse makes a comprehensive set of recommendations to prevent, detect, and respond to these allegations. The aim of this essay is to highlight some of the main points of the Special Envoy's report, and to examine the practical challenges the UN and troop/police contributing countries will face when attempting to implement these recommendations. 相似文献
